Elders
There are several descriptions of elders in the New Testament: Elders (Acts 20:17), Overseers (Acts 20:28), Shepherds (1 Peter 5:2), Pastors (Ephesians 4:11), Bishops (1 Timothy 3:1). Each word is a description of a work to be done, not a religious title. 1 Timothy 3:1-7, Titus 1:5-9, and 1 Peter 5:1-4 all discuss the qualifications and responsibilities of being a pastor in the Lord's church.
Minister
The preacher is one who proclaims the whole counsel of God (Acts 20:27). He is to preach "Jesus Christ and Him crucified" (1 Cor. 2:2).

The term translated deacon means, "one who is a servant or attendant." Every Christian is a servant of the Lord, but the work of deacons is a special area of service in Christ's church. 1 Timothy 3:8-13 reveals what is required of a man who desires this work.
